Two years ago, I didn’t expect to see a retro RPG remade for consoles with full HD graphics and an actual story. How many people would have waited for an FF game to release on Playstation that would sell for that many years on a single platform? But then I never expected to play a game I bought on Xbox and have one on the Nintendo Switch if I get bored of the original. The story was weak even in the original, but I was able to forgive that when the combat and battle system were so good. You need to put the search_language property in the apps.yaml file if you want to dynamically change it.
In your app.yaml file:

My guess is that you are using some sort of internationalization, maybe that the problem.
In google app engine, your apps not only deploy but they also run on your local machine so they will have access to your local system, that is, you do have the languages you are using there, but that the issue is that you have then installed the wrong language versions of them and just configured your python applications to use that language rather than the installed ones.
In that case, make sure you have the language versions of gae-google-appengine installed and working so you can then configure your python apps.
